(We’ve stripped off and re-shingled plenty of brand new roofs to get TWIA compliance for homeowners whose roofer was misinformed, or from out-of-state.)
If the TWIA code and inspection are required in your area a reputable Houston roofer will tell you this and handle everything for you. Avoid any coastal county roofers who seem disinterested.
